Horizon Europe research for climate justice and just transitions.
Just In Clime is an international Horizon Europe Research and Innovation Action (HORIZON-CL5-2025-06-D1-06) advancing the understanding and operationalisation of climate justice in the context of mitigation and adaptation policies and strategies.
The project works towards a just transition to a climate-neutral and climate-resilient society — one that reduces inequalities and leaves no one behind. Partners from Europe, North America, the Middle East & North Africa and Sub-Saharan Africa join forces in a collaborative research endeavour that integrates the visions and perspectives of both the Global North and the Global South, developing consensus with the UNFCCC towards just climate transition processes.
Starting October 2026, Just In Clime will deploy participatory pilots in 9 countries — Spain, Italy, Cyprus, Canada, Senegal, Tanzania, Zimbabwe, Lebanon and Tunisia — addressing climate justice across four sectors: agriculture, blue economy, energy and urban development.
Objectives and approach
Just In Clime pursues five interconnected objectives:
- Co-develop a policy-oriented framework to deepen understanding of justice in climate change transitions, its multiple dimensions and interactions
- Identify and document good practices for integrating justice criteria into mitigation and adaptation plans across diverse national contexts
- Operationalise climate justice through justice-related indicators applicable across sectors and geographies
- Co-produce roadmaps for just climate transitions tailored to different societal groups and territorial contexts
- Disseminate actionable policy recommendations on how to design, implement and evaluate climate policies that account for the needs of all groups in society
Through co-creation and participatory processes, the project ensures that communities, civil society organisations and policy actors are active participants in shaping just climate transitions — not merely recipients of top-down strategies.
Four sectors, nine countries
Just In Clime pilots operate across four thematic sectors, each addressing a distinct dimension of climate justice:
- Agriculture — equitable access to land, water and resources in climate-vulnerable territories
- Blue economy — coastal and maritime communities facing climate impacts and transition pressures
- Energy — just energy transition and access to clean energy for marginalised communities
- Urban development — inclusive urban climate governance and community-led adaptation
Pilots run in Spain, Italy, Cyprus, Canada, Senegal, Tanzania, Zimbabwe, Lebanon and Tunisia — ensuring that both Global North and Global South perspectives are embedded in the project’s research design and policy outputs.
Contribution to EU Climate Policy
Just In Clime contributes directly to Horizon Europe Cluster 5 objectives on climate, energy and mobility, and aligns with the European Green Deal and EU climate neutrality targets for 2050.
By integrating justice dimensions into climate mitigation and adaptation frameworks, the project bridges the gap between scientific research and actionable policy — providing European institutions, national governments and local authorities with evidence-based tools to design more equitable and effective climate strategies.
The project also contributes to the global UNFCCC process, fostering international consensus on just transition principles across diverse political and cultural contexts.
Green Growth Generation’s role in Just In Clime
Green Growth Generation participates in the Just In Clime consortium as an active partner for the Italian pilot, contributing through:
- Design and facilitation of participatory processes with urban communities and local actors
- Implementation of co-creation workshops focused on urban development and climate justice
- Community engagement connecting grassroots civic networks with institutional research frameworks
- Knowledge dissemination and public learning activities translating research outcomes into accessible formats
